Synopse

Die Farmwitwe Sarah Bowman ist durch die Absaugung ihrer Wasserversorgung verarmt. Ein nahegelegenes Großstadt-Aquädukt hat Vorrang vor Wasserrechten und lässt die ländlichen Außenbezirke praktisch trocken. Bei dem Versuch, ihre Sache in den Vordergrund zu stellen, sprengt Sarah das Reservoir, halb in der Hoffnung, dass sie dabei "märtyrert" wird. Als sie es nicht schafft, öffentliche Unterstützung zu finden, nimmt sie das örtliche Kraftwerk für ihre nächste Explosion ins Visier. Die Assistentin der Staatsanwaltschaft Anne Greyfeather, die als verwaistes indisches Mädchen praktisch von Sarah aufgezogen wurde, beschließt, die Bürokratie des Wasserministeriums im Namen von McGuire herauszufordern.
