Synopsis

Citizen X tells the story of Viktor Burakov (Steven Rea), a low-level police detective who is investigating a series of murders in his district. He suspects that they may be the work of a serial killer, but his Communist bosses do not agree. The Party line is that serial killing is a "decadent, Western phenomenon."

As the body count rises, Burakov notices a distinct pattern in the killings. He eventually catches up to the killer, but faces obstacles as the man is a low-level Communist Party member protected by the Party. After Communism collapses, Burakov is appointed head of the investigation and brings in a psychiatrist to analyze the type of person involved.

Burakov's superior contacts the FBI and they identify a man named Citizen Chikatilo as the suspect. Chikatilo is arrested and the psychiatrist meets with him, realizing through his reactions that he is the guilty party.
