The Man with One Red Shoe is a story about Cooper, the deputy director of the CIA, who wants to become the director. He tries to make the current director appear corrupt in order to force him to resign or be removed.
After the director asks for time to prepare his defense, he discovers that Cooper is bugging him. In response, he decides to feed Cooper false information about a man who could clear him of the charges against him.
The director instructs his man Brown to pick someone arriving at the airport to pose as the man who can help him. Brown chooses Richard, who stands out because he is wearing mismatched shoes, one of them being red.
Cooper sets up surveillance on Richard and sends his femme fatale, Maddy, to seduce him and gather information. However, Richard ends up falling for Maddy while she is playing her role.
