L'anno è il 2017. L'economia mondiale è crollata. Gli Stati Uniti hanno sigillato i loro confini e sono diventati uno stato di polizia militare che controlla la TV, i film, l'arte, i libri, la comunicazione e la censura.
In America, diventata uno stato di polizia, i criminali hanno una scelta. Possono scontare le loro condanne in prigione o possono partecipare a "The Running Man", uno spettacolo televisivo violento di proprietà del governo in cui i concorrenti che corrono per la libertà sono inseguiti dai "Stalkers", cacciatori di taglie simili a wrestler.
"The Running Man" è lo spettacolo più visto in TV e Damon Killian, il creatore e conduttore, è l'artista più popolare negli Stati Uniti. Ma c'è ancora un uomo che deve giocare...
L'ex poliziotto di Los Angeles Ben Richards, incastrato per il massacro di persone innocenti quando ha disobbedito agli ordini, viene catturato di nuovo dopo essere fuggito di prigione. Ben è costretto a comparire in "The Running Man", insieme ai combattenti della resistenza William Laughlin e Harold Weiss e Amber Mendez (un'impiegata della rete che Richards ha preso in ostaggio e che ha consegnato Richards alle autorità) sono inseguiti dai The Stalkers, mentre cercano la base segreta della resistenza, nel tentativo di diffondere la verità sul governo e dimostrare l'innocenza di Ben.
