Synopsis

Brazil is a film set in a highly structured and bureaucratic state where the government has implemented extreme measures to track down terrorists. A "bug" in the system leads to the mistaken arrest of an innocent man named Buttle, while the terrorist Harry Tuttle remains free.

Sam Lowry, an average man with connections, is tasked with investigating the error. Meanwhile, Buttle's neighbor, Jill Layton, tries to report the mistake but faces obstacles due to the inefficient bureaucracy.

As Sam becomes distracted by his fantasies about Jill, he too falls victim to the counterproductive measures of the government.
