Synopsis

Herod's Law

In 1949, the mayor of a small town is lynched for his abuses of power. The Governor decides to appoint Juan Vargas, in charge of a garbage dump and former member of the Institutional Revolutionary Party (PRI), as his successor in the position; Vargas tries to do his job with the best intentions until he discovers the delights of power and corruption. Little by little, he transforms into a tyrant who is capable of anything to stay in his position forever. Vargas' metamorphosis occurs as he succumbs to ruthless political ambition coupled with corruption and betrayal.
