Miami Blues tells the story of Frederick J. Frenger Jr. who flies from California to Miami and upon arrival, steals a luggage with a little boy inside at the Miami Airport. He then breaks the finger of an annoying Hare Krishna on an escalator and boards a courtesy bus. Checking into a hotel under a different name, he asks the bellboy Pablo to send an escort girl for him.
He meets Pepper, also known as Susie Waggoner, a college girl and part-time prostitute, and develops feelings for her. They move to her apartment and Junior promises to take care of her. Meanwhile, the Hare Krishna dies and Sgt. Hoke Moseley and Sgt. Bill Henderson realize the murder was unintentional. They track down Junior and Sgt. Moseley visits the couple at Susie's apartment, having dinner with them.
Junior, an ex-con, con-artist, and thief, becomes upset with Moseley, beats him up in his hotel room, and steals his badge, gun, and denture. Impersonating a cop, Junior goes on a crime spree using Moseley's badge and gun to steal from ordinary people and thugs. When Sgt. Moseley recovers and is released from the hospital, his informant Blink Willie sees Junior in action and Moseley hunts him down.
